ICE Agent Indicted After Breaking Man’s Leg — But His Defense Will Infuriate You

The Strike

HOUSTON — The gavel fell. Hard.

A Texas grand jury indicted ICE agent Mario Alberto Morales on Friday on a charge of aggravated assault with a deadly weapon—his SUV. The target: Miguel Parra Hernandez, a construction worker who was running for his life.

The October 10 collision shattered Parra’s leg in three places. Hip. Leg. Ankle. The impact was deliberate, prosecutors say.

Harris County District Attorney Sean Teare didn’t mince words: “An ICE badge does not give you free rein to injure, kill, or violate the constitutional rights of anyone.”

This is the first time an ICE agent has been indicted in Texas. A rare state charge against a federal officer. And it took just 20 days.

The Threat

But the story goes deeper. Darker.

Surveillance video obtained by investigators shows Morales driving directly toward Parra as he fled into a parking lot. Not away. Toward.

ICE’s official account? Parra ran in front of the vehicle. He was fleeing an attempted traffic stop. A different man was the target.

Parra’s attorney calls it a lie. Immigrant rights groups call it a cover-up.

And ICE’s response to the indictment? A spokesperson called it a “political stunt by Houston sanctuary politicians.” They claim federal officers can only be investigated by federal agencies.

“Patently false,” Teare fired back.

Scene of the incident
The scene where Miguel Parra Hernandez was struck.

Behind the scenes, a covert operation was unfolding. The DA’s office is also investigating the shooting of Lorenzo Salgado Araujo by an ICE agent in July. Teare said his office was at a “tipping point”—ready to bring charges to a grand jury.

The Morales indictment is just the beginning.

The Trump Card

Morales faces 2 to 20 years if convicted.

But here’s the twist: he hasn’t been taken into custody. His whereabouts are unknown. His lawyer is talking. But the agent? Silent.

Teare has a message for every ICE officer who thinks they’re above the law: “There will be repercussions.”

The trump card? The surveillance video. The grand jury saw it. And they indicted in less than three weeks.

Mario Alberto Morales
Morales, 33, now faces felony charges.

ICE calls it politics. The DA calls it justice. The video doesn’t lie.

Now, the question hangs in the air: Can a badge ever shield an officer from the consequences of brutality?

Or does the Constitution apply to everyone—even those sworn to enforce it?
