He Thought He Was Above the Law. Then His Own Body Cam Betrayed Him.

The Strike

HOUSTON — The grand jury’s decision came down like a hammer.

On October 30, 2026, a Harris County grand jury indicted ICE officer Mario Alberto Morales on a second-degree felony charge of aggravated assault with a deadly weapon. The weapon: his vehicle.

The victim: Miguel Parra Hernandez, a 48-year-old Mexican construction worker, who now lies in a hospital bed with multiple fractures to his right leg.

But the real bombshell? The evidence that prosecutors say is “as clear as any” they’ve ever seen.

Harris County District Attorney Sean Teare didn’t mince words. “The evidence that we have in this case is as clear as any that I’ve prosecuted or investigated,” he said.

And it’s all captured on video.

The Threat

October 10. A quiet morning in west Harris County. Two men bolt from a white pickup truck, running in opposite directions through a parking lot.

Morales, behind the wheel of an unmarked black SUV, picks his target.

Surveillance footage shows the SUV veering directly toward Parra Hernandez. Body-camera footage captures the sickening thud. Then the screams.

“I was coming in, and I hit him with the car.” — Mario Alberto Morales, on body camera

But that’s not what he told 911 dispatchers. In the emergency call, Morales claimed Parra Hernandez ran in front of his vehicle. ICE echoed that story, saying the man “ran in front of an agency vehicle.”

Then came the cover-up.

ICE rejected allegations of intentional collision, calling the prosecution a “political stunt.” They painted Morales as the victim of an overzealous DA.

Harris County District Attorney Sean Teare
DA Sean Teare played the body-cam footage for reporters.

But the video doesn’t lie.

Teare played the footage at a press conference. Morales’ own body camera shows him aggressively steering the SUV into Parra Hernandez. The surveillance video confirms it: the officer didn’t swerve to avoid—he swerved to hit.

Parra Hernandez remains in ICE custody while receiving rehabilitation care. He is a Mexican national. He was unarmed. He was running away.

Morales, 33, could face two to 20 years in prison if convicted. But as of Friday afternoon, he had not been taken into custody.

The Trump Card

The case is unprecedented. This is the first indictment of an immigration agent in Texas under President Trump’s expanded immigration crackdown.

Federal agents rarely face criminal charges for actions in the field. Prosecutors often defer to federal authority. But this time, the local DA didn’t blink.

And the trump card? The body camera.

Morales’ own recording—the one he probably forgot about—captured his admission: “I was coming in, and I hit him with the car.” That single sentence, combined with the surveillance footage, destroys any claim of accident.

ICE’s “political stunt” defense crumbles against the weight of their own agent’s words.

The grand jury saw it. They indicted. Now, the question is: will Morales ever see the inside of a courtroom?

As of Friday, he was still free. Parra Hernandez is still in custody. The system is moving—but for whom?

One thing is certain: the video doesn’t forget. And neither will the jury.

Final Thought

If an officer’s own body camera can expose his lie, what does that say about the dozens of other incidents where no camera was rolling? And when the victim is an undocumented immigrant, does justice even stand a chance?
