He Just Sued ICE—But the Real Reason Will Leave You Speechless

The Strike: Mamdani’s Legal Hammer Falls on ICE

NEW YORK — Mayor Zohran Mamdani didn’t blink. On Monday, he fired off a legal missile straight at the Department of Homeland Security.

The demand: Stop using city-owned parking lots as staging grounds for immigration raids. Or face the city in court.

This wasn’t a warning shot. It was a declaration of war.

In a letter to DHS Secretary Markwayne Mullin, Acting ICE Director David Venturella, and ICE New York Field Office Director Kenneth Genalo, Mamdani made it crystal clear: the city has never authorized ICE to use its property for immigration operations.

“ICE has no right to use our property as a base for tearing families apart. That goes for every park and every lot this City owns. This unauthorized use of City property must end now.”

The mayor didn’t stop there. He ordered new guidelines for Parks Department employees—a first-of-its-kind policy telling frontline workers exactly how to respond when federal agents come knocking.

But this is just the opening move. What ICE has been secretly building in the shadows is far more disturbing.

The Threat: A Covert Operation Hidden in Plain Sight

The parking lots weren’t random. They were strategic.

Leaked reports and internal documents reveal a sprawling network: ICE agents quietly commandeering city-owned lots in the Bronx and Queens—and private garages across Manhattan—to stage enforcement operations.

From two bank parking lots on Northern Boulevard in Queens to a garage on Morton Street in Manhattan, the operation was hidden in plain sight.

And it turned deadly.

On October 8, ICE agents shot 28-year-old Oscar Belgal in the neck in Marble Hill—while his 5-year-old son sat in the car. Agents had been using a private lot just blocks away as a staging area.

That shooting sparked outrage. But it also exposed something bigger: a systematic takeover of public and private spaces for federal enforcement, without permission, without oversight, and without accountability.

Mamdani fired back on October 16, rallying over 100 elected officials to pressure private parking operators to deny ICE access. Some complied. A garage on Morton Street kicked ICE vehicles out after neighbors raised alarms.

But ICE kept coming. And the city kept watching.

Now, Mamdani is done playing nice. He’s about to unleash the one weapon ICE can’t ignore.

The Trump Card: The Legal Trap That Could Bring ICE to Its Knees

The mayor’s letter is more than a demand. It’s a legal trap.

By formally notifying DHS and ICE leadership—and by issuing written guidelines for city employees—Mamdani is building a paper trail. A record of unauthorized use. A clear violation of city law.

City law already restricts the use of city-owned property for federal civil immigration enforcement. But those restrictions don’t apply to private property. That’s why Mamdani went after private lot owners first. Now, with city property, he has the legal high ground.

If ICE continues, the city will sue. And the evidence is already stacked.

But here’s the twist: the mayor isn’t just fighting for New Yorkers. He’s setting a national precedent. If he wins, every city in America could follow suit.

ICE has until Monday to respond. They haven’t yet.

But Mamdani’s message is clear: New York City is not your staging ground.

The city is ready to take the fight to court.

So here’s the question that should haunt every American: When federal agents break the law on city soil, who pays the price—the families torn apart, or the officials who looked the other way?
